Called 'Blonde Angel,' topless Miley Cyrus debuts as a Vogue cover star in Germany for its March Issue.
Aside from being topless, Miley Cyrus also channels The Queen of Pop Madonna in her younger years. Blonde hair but dark brows.
According to the photographer, Mario Testino, the concept was trying to show that Miley was different from how we know her -- as a woman and not a girl anymore. In other words, to show Miley as Madonna.
